Introduction
This case raises issues of first impression concerning the confidentiality of rape counselling records under federal law.
Defendant Paul E. Lowe is charged with carjacking, in violation of 18 U.S.C. § 2119; kidnapping, in violation of 18 U.S.C. § 1201; forcible transportation of another for criminal sexual activity, in violation of 18 U.S.C. § 2421; and using or carrying a firearm during a crime of violence, in violation of 18 U.S.C. § 924(c)(1).
