This appeal raises the question of whether a judicial decision is a “final determination” within the meaning of 42 U.S.C. § 1395l(j) triggering the accrual of interest on Medicare underpayments. See Cosgrove v. Sullivan, 783 F.Supp. 769 (S.D.N.Y.1991).
