This is a direct appeal by The Little Balkans Foundation, Inc., (Little Balkans) from various orders of the Kansas Racing Commission (KRC or Commission) regarding a proposed race track facility in Crawford County. The Racing Association of Kansas Southeast, Inc. (TRAK Southeast) was also joined as a respondent; however, it has filed no pleadings or briefs and apparently is content to ride upon the coattails of the KRC.
