Omitting unimportant details, the circumstances giving rise to this litigation are these: The constitution of Maine, as amended in 1919, provides that the credit of the State may be loaned and bonds issued “for the purposes of building and maintaining public wharves and for the establishment of adequate port facilities in the State of Maine.” By Chapter 84, as amended by Chapter 123 of the Special Laws of 1919, “The Port of Portland” is established and the offices of “Directors of the Port of Portland” created.
