Plaintiffs, union members, a union local, a contractor, and a contractors' association (respondents), sought declaratory and equitable relief against appellants, the Board of County Commissioners of Snohomish County (commissioners). The commissioners made it a practice to have road work and other public work projects done by county employees, rather than letting the work out to the private sector through competitive bidding procedures.
