In this appeal, Deaf Smith County Grain Processors, Inc. (“Deaf Smith” or “appellant”) contests the District Court’s grant of summary judgment in favor of the United States Department of Agriculture (“USDA” or “appellee”) on Deaf Smith’s claim that it has not received the farm subsidy and disaster relief payments to which it is allegedly entitled under USDA regulations.
