In 2015, Defendant Ocean City, Maryland ("Ocean City" or "the City") enacted a set of regulations ("the New Ordinance") that govern where, how, and when individuals may perform on certain areas of the Ocean City boardwalk. The New Ordinance was the result of efforts of a Boardwalk Task Force, established to address issues previously raised in litigation in this Court.
