Appeal from Poinsett Chancery Court; Edward D. Robertson, Chancellor; 1. The act of 1857 was repealed by the act of 1861. (Acts 1861, 161), but the old board continued to act until 1862, when the last meeting was held. A meeting in 1867 is not proved. 2. No title passed by the assignment of the certificates of entry. The legal title was in the State, only the equitable title passing to the board, a creature and agency of the State.

Going, prosecuting attorney, for the use of Board of Directors of the St. Francis Levee District, brought this action against the Southwestern Land & Timber Company on the 14th day of August, 1907, and alleged that certain lands, consisting of 14,700 acres, and lying in the county of Poinsett, in this State, had escheated to the State of Arkansas in 1863 ; that Daniel H.
