I. Introduction

In this § 1983 action, Sean Tapp, a Pennsylvania state prisoner currently incarcerated at the State Correctional Institution at Huntingdon, seeks compensatory and punitive damages for alleged violations of his Fourth, Fifth, Sixth, Eighth, and Fourteenth Amendment rights while he was a pretrial detainee and a convicted prisoner at Lancaster County Prison (“Prison”), a period lasting from December 2, 2006 to October 4, 2007. 1 Tapp also alleges that defendants violated the Racketeer Influenced and Corrupt Organizations (“RICO”) Act in…
