At the April term 1820 of the Circuit court of the District of Columbia for the county of Alexandria, George Suckley, surviving partner of Holey & Suckley, recovered a judgment against Richard Libby for the sum of eleven thousand and seventy-one dollars and thirty-two cents, with interest from the 19th of June 1819; upon which an execution was issued in the following November, and was returned “no property found.”

The constitution of the United States, art. i, l 8, clause 16, declares, “The congress shall have power” “to exercise exclusive legislation in all cases whatsoever, over such district, (not exceeding ten miles square,) as may, by cession of particular states, and the acceptance of congress, become the seat of government of the United States.”
