The present proceeding is brought under the act of June 14,1897, “concerning local improvements.” That act makes material changes in the mode of making local improvements by special taxation and special assessment. The act provides for the creation of a board of local improvements which, in cities having a population of 25,000 or more, is made to consist of five members, and, in cities having a population of less than 25,000 and in villages and incorporated towns, is made to consist of three members.
