The present opinion concerns the responsibility of the United States to one hundred ninety-three landowners, served by the Owyhee Canal, based on two different type claims arising because of the breaking of the canal, which was under government control. The first class relates to damages on account of the failure to deliver water because of the break, whereby crops were lost.
