GOODRICH, Circuit Judge.

These two cases raise the question of the proper venue in a prosecution for disobedience of the provisions of the Universal Military Training and Service Act. 1 The facts are simple and undisputed. The two defendants registered in accordance with the draft law and were classified I-O. Each was directed by his local board to appear before the board to be assigned to “civilian work contributing to the maintenance of the national health, safety, or interest * * *” 2 Each appeared before his local board in accordance with the instructions received in SSS Form No. 153.…
