Appellant J. J. Lueken is the owner of two lots in the City of Helena, on each of which there is a residence. He rents one of these and resides in the other. For some years he quit paying the taxes, general or special, on these lots. One of them sold to the State for the nonpayment of general taxes. The lots were in three improvement districts, each of which had foreclosed its liens for the nonpayment of the assessments of benefits due it.
