Prior to January 26, 1907, the Richardson Gas & Oil Company, a corporation, was engaged in furnishing natural gas to the city of Altoona and its inhabitants, under an ordinance granting it the use of the public streets for that purpose and providing among other matters that so long as the company operated without competition it should pay the city $300 a year, in quarterly installments.
