The plaintiffs brought this action against the defendant the Waterbury Parking Authority, hereinafter referred to as the authority, wherein they sought to restrain the authority, the duly authorized municipal agency, from taking in *448the name of the defendant city of Waterbury their properties in the central downtown area of Waterbury for the construction of a public parking facility pursuant to §§ 48-6 and 48-12 of the General Statutes.
