Plaintiff, Peter Furlong, applied for a permit from the zoning administrator of the city of Chicago which would allow plaintiff to change the nonconforming use of a nonconforming building from a contractor’s office to a tavern. Plaintiff claimed that he was entitled to a permit for his substituted nonconforming use pursuant to section 6.4 — 7 of the Chicago Zoning Ordinance (Municipal Code of Chicago, Zoning Ordinance, ch. 194A, sec. 6.4 — 7).
