After investigation and public hearing, the Planning Board of the City of Camden on December 30, 1965 declared blighted a section of the City known as the Northshore area. N. J. S. A. 40:55-21.1 et seq; N. J. S. A. 55:14A-31 et seq. On February 10, 1966 the City Council, after reviewing the matter, approved the Board’s finding and adopted a resolution setting forth its determination that the entire area was blighted.
