Michael Lee Shorts appeals the order of the district court granting summary judgment to the County of Carroll, Tennessee (hereinafter “the County”), and Bendell Bartholomew, the Carroll County Sheriff. Shorts was an inmate in the Carroll County jail who filed a 42 U.S.C. § 1983 action stating a single claim; that someone, somehow, had caused him to remain incarcerated beyond his court ordered release date.
