HANSEN, Circuit Judge.
This case arose out of a constitutional challenge to certain ordinances enacted by the defendant municipalities. This is the second time this case has been before our court. In the first appeal, we determined that the challenged ordinances were unconstitutionally overbroad. See Krantz v. City of Fort Smith, 160 F.3d 1214, 1222 (8th Cir.1998), cert. denied, 527 U.S. 1037, 119 S.Ct. 2397, 2398, 144 L.Ed.2d 797 (1999).
