Appellant Dianne L. Butts (“Appellant”) is a veteran whom the Prince William County School Board (“the Board”) employed as a fifth grade teacher from 1996 to 2004. In 2004, Appellant, who was an Army Reservist, was deployed to Kuwait. After returning from deployment in 2008, Appellant sought reemployment with the Board pursuant to the Uniformed Services Employment and Reemployment Rights Act, 38 U.S.C. § 4301 (“USERRA”).
