In this appeal of right, a public utility that provides water and sewer service only to a residential subdivision complains of the action of the State Corporation Commission in denying a portion of a requested sewer rate increase. The public service company as*103serts (1) that the action of the Commission deprives the company of its property without due process of law and (2) that the Commission’s refusal, during the rate determination, to approve numerous items proposed as part of the company’s operating costs constituted an abuse of the Commission’s legislative discretion.
