RULING ON DEFENDANTS’ MOTION FOR SUMMARY JUDGMENT

I. Introduction
This is an employment discrimination case. Plaintiff Nadimkhan Pathan1 (hereinafter “Plaintiff’), charges Defendants State of Connecticut Police Officer Standards & Training Council and State of Connecticut Department of Environmental Protection2 (hereinafter collectively “Defendants”) with discriminating against him because of his race, national origin, and religion in violation of Title VII of the Civil Rights Act of 1964 as amended by the Civil Rights Act of 1991.
