Defendants-Appellants appeal from the district court’s denial of their motion to dismiss and grant of declaratory relief to the Plaintiffs-Appellees. Ophelia Ford (“Ford”) ran as the Democratic candidate in a special election for a seat in the Tennessee Senate; she defeated her Republican opponent by a small margin, and he sought to void the election on the basis of alleged voting irregularities.
