This is a petition for a writ of certiorari; It appears therefrom that on December 4, 1968, Newport Gas Light Company, hereinafter referred to as Newport, a corporation created by an act of the Rhode Island General Assembly in the May session 1853, and Allied' New Hampshire Gas Company; hereinafter called Allied,' a corporation neither incorporated nor authorized to do business in this state, filed a joint petition with the Public Utility Division.
