PICKARD, J.

{1} We granted Rex, Inc.’s (Rex) petition for certiorari to review the district court’s order affirming the Manufactured Housing Committee’s decision to attach Rex’s consumer protection bond in order to partially satisfy a judgment against Rex. We discuss (1) whether collateral estoppel can be used in an administrative proceeding to estop a party from rearguing an issue litigated in district court, (2) whether the notice of the administrative hearing was adequate under the facts of this case, and (3) whether the complaint filed with the Manufactured Housing Committee was…
