MERRITT, Circuit Judge.
Plaintiffs Rowan and Washington are former employees of Defendant Lockheed Martin Energy Systems, Inc. (“Lockheed”) in Oak Ridge, Tennessee, at its uranium enrichment plant. They were laid off by Lockheed in December 1999 when Lockheed conducted a “reduction in force” due to Department of Energy budgetary cutbacks.
