[¶ 1] The father of Kristy Y. appeals from a summary preliminary hearing order of the District Court (Rumford, Beli-veau, J.) finding an aggravating factor based on a prior involuntary termination of parental rights and authorizing the Department of Human Services to not commence reunification efforts in this child protective case. The father challenges the constitutionality of the summary preliminary hearing process which resulted in the Department being excused from commencing reunification efforts.
