This appeal arises from a medical malpractice action filed in the Health Claims Arbitration Office (“HCAO”). See Maryland Code (1973, 1995 Repl.Vol. & Cum.Supp.), §§ 3-2A-01 et seq. of the Courts and Judicial Proceedings Article (“the Health Care Malpractice Claims Act” or “the Act”).
