By Ch. 553 of the Raws of 1963 the legislature repealed Art. 48A of the Code, titled “Insurance,” and enacted in lieu thereof a new Art. 48A, titled “Insurance Code,” to compre*296hensively govern and control insurers and the insurance business in Maryland.
