MEMORANDUM OPINION
WALTON, District Judge.
The plaintiff, Prison Legal News (“PLN”), brings this action challenging the Federal Bureau of Prison’s (“BOP”) refusal to grant a waiver of all search and duplication fees associated with a document request made under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 (2000).
