Appellants, Stephen Herbits and 1000 Venetian Way Condominium, Inc., appeal a Final Order of Dismissal entered by Ap-pellee, the Board of Trustees of the Internal Improvement Trust Fund (“Board”), that dismissed their Second Amended Petition for Formal Administrative Proceedings (“Second Amended Petition”), wherein they sought administrative review of the Board’s decision to approve the City of Miami’s request for a partial modification of deed restrictions on what was once sovereign submerged land (“SSL”).
