The seven appellants, plaintiffs in the circuit court (collectively “Appellants”), are five individuals residing in the City of Miami and two residing in the City of Miami Beach. The appellees, defendants below, are the City of Miami (“City”) and Flagstone Island Gardens, LLC (“Flagstone”), a private development entity.
