Memorandum Opinion

HENLEY, Chief District Judge.

This suit, in which federal subject matter jurisdiction is established, was brought for the purpose of invalidating the apportionment of seats in the Legislature of the State of Arkansas which was effected last July by respondents who are the members of the Arkansas Board of Apportionment created by Amendment 45 to the Constitution of the State of Arkansas.
