MEMORANDUM OPINION
SCHWAB, District Judge.
I. INTRODUCTION.
On May 30, 2003, this Court denied Plaintiffs David and Jennifer Pardini’s motion for preliminary injunctive relief pursuant to the Individuals With Disabilities Education Act, 20 U.S.C. § 1415(i)(2) (“IDEA”). The Pardinis sought to enjoin Defendants, the Allegheny Intermediate Unit (“AIU”) and Barbara Minzenberg, AIU’s program director, to continue to provide certain therapeutic services to their daughter, Georgia Pardini, who has cerebral palsy, while the parties disputed AIU’s proposed Individual Educational Plan (“IEP”) to be put…
