HEEBE, Chief Judge:

Before this Court are the questions of whether to preliminarily and permanently enjoin the City of New Orleans, Louisiana from enforcing certain traffic regulations alleged to be constitutionally deficient on a number of procedural due process grounds. Each challenge arises as a claim brought by a named plaintiff both individually and on behalf of others similarly situated.
