Proceeding initiated in this court, pursuant to subdivision 4 of section 6510 of the Education Law, to annul a determination of the Commissioner of Education which imposed a penalty of censure and reprimand on petitioner for practicing beyond the scope of his chiropractic license and for unprofessional conduct. The petitioner, as a former president of New York State Chiropractic Association, is, along with many of his fellow chiropractors, dissatisfied with the provisions of section 6551 (subd 2, par a, cl [3]) of the Education Law, prohibiting chiropractors from X-raying below the level of…
