Plaintiff PPG Industries, Inc. (“PPG”) moved pursuant to Rule 56.1 of the Rules of this Court for partial judgment upon the agency record. Defendant-Intervenors Vitro Flex, S.A. and Cristales Inastillables, S.A. filed a cross-claim against the United States pursuant to Rule 13(f), seeking judgment upon the agency record in support of their cross-claim.
