I. Background
Plaintiff Lemmie S. Houston filed this action against Bechtel Associates (Bechtel), and others who participated in the construction of the Washington subway system (Metro). Plaintiff, a construction area safety inspector, was employed by Bechtel which was under contract with Washington Metropolitan Area Transit Authority to oversee and ensure the safety of the project.
