Petitioner, Deputy Commissioner of the United States Employees' Compensation Commission, issued an order under the District of Columbia Workmen’s Compensation Act 1 awarding compensation to the widow of one Clarence H. Ticer. It was specifically found that the injury which led to Ticer’s death “arose out of and in the course of the employment.” The propriety and effect of that finding are the main focal points of our inquiry in this case.
