On December 19, 1990, Ford Motor Company (“Ford”) notified Chesapeake Ford, Inc. (“Chesapeake”) that Ford intended to terminate its Ford Dealer Sales and Service Agreement with Chesapeake. On March 12, 1991, Chesapeake filed a protest with the Ohio Motor Vehicle Dealers Board (“the board”) pursuant to R.C. 4517.54(C). Almost two and one-half years later, an evidentiary hearing was conducted before a hearing examiner.
