From the pleadings, evidence, oral argument and memoranda submitted by the parties, the Court makes the following:
FINDINGS OF FACT
This action was instituted by the plaintiffs on September 24,1975, by the filing of a Complaint and issuance of Summons seeking to invoke the jurisdiction of the Court pursuant to 28 U.S.C.A.
