CADENA, Justice.

Appellant, City of Roma, seeks to recover money allegedly owed to it by Starr County under a contract relating to the acquisition and operation by the County of the International Bridge which spans the Rio Grande between Ciudad Miguel Aleman, Mexico, and the City of Roma in Starr County. Named as defendants, in addition to appel-lee Starr County, were appellees, County Judge, County Commissioners, County Auditor and County Treasurer of Starr County.
