LACOMBE, Circuit Judge.
Act July 2, 1890, c. 647, 26 Stat. 209 (U. S. Comp. St. 1901, p. 3200), in its first section, declares to be illegal “every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations.” That declaration, ambiguous when enacted, is, as the writer conceives, no longer open to construction in the inferior federal courts.
