This matter requires the court to determine the outcomes of three pending motions. The first is a motion to vacate default judgment filed by defendant Child Support Enforcement Administration (“CSEA”) on September 18, 2013. The second, also filed on September 18, 2013, is CSEA’s motion to dismiss the complaint of plaintiff Robert Triffin (“Triffin”), or in the alternative, to grant defendant summary judgment.
