PRETTYMAN, Circuit Judge.

Appellant is a national bar association which has been in existence since February, 1937. On August 28, 1953, it received a letter from the Attorney General of the United States, stating that he proposed to designate it as an organization coming within the purview of Executive Order 10450. 1 The Guild filed formal notice that it desired to contest the proposal, 2 and the Attorney General sent the Guild a statement of the grounds upon which the designation was proposed.
