MEMORANDUM AND ORDER

HUTTON, District Judge.

Presently before this Court are the Defendants’ Motion to Dismiss Plaintiffs Complaint (Docket No. 12), and the Plaintiffs Memorandum in Opposition to the PHA Defendants’ Motion to Dismiss (Docket No. 14).

I. BACKGROUND

On July 20, 2000, the Plaintiff, Brenda Brown, filed the instant complaint against the Defendants Philadelphia Housing Authority (PHA), Katrina Jollah, Douglas Daniel, and Carl Greene.
