We granted this appeal to consider whether the Court of Appeals of Virginia erred in affirming a trial court’s judgment finding Jerry Louis Cochran guilty of possession of phencyclidine (PCP) with intent to distribute. The principal issue raised by five of six assignments of error is whether, as Cochran contends, the trial court erred in overruling his motion “to suppress the evidence of PCP because it was obtained as a result of an unreasonable seizure of his person in violation of his Fourth Amendment rights 1 under the United States…
