Proceeding under 28 U.S.C.A. §§ 1336, 1398, 2284, 2321-2325, plaintiff 1 brought this action against the Interstate Commerce Commission and the United States 2 to set aside two orders of the Commission arising out of separate but interrelated proceedings.
