HENDERSON, Circuit Judge:

The International Brotherhood of Electrical Workers, Local 440, AFL-CIO-CLC (hereinafter referred to as the “union”), filed a representation petition with the National Labor Relations Board (hereinafter referred to as the “Board” or the “NLRB”). The union and Skyline Corporation (hereinafter referred to as the “employer” or the “company”) signed a “Stipulation For Certification Upon Consent Election.” Subsequently, a Board-conducted representation election was held.
